Standby is not closure. Government reporting available at the cutoff continued to describe active search and rescue, substantial unresolved missing-person figures, road and site clearance, and recovery assessment activity.

Executive summary

The Ministry of Foreign Affairs’ 11 September briefing described day-17 search and rescue by national and international teams. It reported 1,385 recovered bodies, approximately 5,130 people missing—including about 600 foreign nationals—and 13,676 people rescued, including more than 320 foreign nationals. These are Government briefing figures and are not independently verified by NESRA.

A Government portal update at 23:31 on 11 September said a 1,050 m access track had reached the Chilime tunnel mouth and heavy equipment had arrived, with breakthrough expected on 12 or 13 September. No authoritative outcome confirmation was identified by the final scheduled cutoff. DHM’s 12 September forecast retained heavy-rain and associated flood, debris-flow, landslide and transport-disruption risk.

Why scheduled monitoring is pausing

The evidence did not establish operational closure. NESRA is pausing the scheduled publication rhythm because the open-source stream has shifted from rapid-changing flood intelligence to event-driven developments best handled through a standby trigger protocol.

Headline figures use the MOFA briefing because it has a stated date and coherent national/international scope. Live Government portal counters have different scopes and no single reconciled timestamp, so they are not substituted into the headline.

Satellite tasking context

Copernicus EMSR927 remained open with six areas of interest and eight records: six finished and two waiting. Latest recorded delivery: 7 September; newest imagery: 5 September. The International Charter activation listed 34 products. These describe tasking/product status, not incident closure.
